It definately was policy in the early days of the A-League where there extremely careful about showing anything that might be controversial. Given the way those Muppet's react to the slightest decision / component, I think they should replay everything. I just think it's so patronising and condescending from the FFA towards its own crowds that they can't be trusted to watch a replay of anything that could possibly be controversial. In live action it was difficult to see why it was called but as soon as the replay showed Garrucios error it verified a very good call.
