Economically this is done to bring the most minimal increase in the distribution of income (Pretty much it means there is less of a gap between rich and poor, but this is pathetic really) The major reason it is done is politics. Giving these people a tiny increase in their income could help sway votes towards the Labor Party. I don't believe Australia should give more ODA, it's been scaled back for a reason. I've always been a fan of the quote, 'charity begins at home'. I know people might see that is simple-minded and/or ignorant, but honestly I would much prefer to give money to family and friends who need support (as I can at least see where my money is going), compared to handing out money as charity, over which I have no control. The current ODA is more than sufficient I reckon. More importantly though 70% or so of our ODA goes to the Asia-Pacfific region and rightly so, as nations should concentrate ODA's upon their own regions. We are on the dawn of the Asian Century and supporting our region is something I am in support of, and now that the region is booming and most Asian economies are flourishing, why should we increase the ODA and leave our budget out of shape? Eventually we should aim for .5% but not for us at the current moment in time, our fiscal health is far more important for us at this stage. No citezens' right to a standard level of higher education should be curtailed by economic disadvantage. And fwiw, I never asked or wanted my uni to be subsidised, its just how the system is and of course I am going to take advantage of it (dont think they even have full-fee places for domestic students anymore, they got rid of it before I started uni AFAIK). MTP Posted May 9, 2012 Report Share Posted May 9, 2012 im not gonna lie, i honestly have no real understanding of how this shit actually works thats why i said it had never previously fazed me. all i know is the bare minimum facts that my teacher told me today. and as a kid coming out of school at the end of the year, working once a week earning little over $100 a fortnight and having a single parent as a mum I honestly cant see me continuning on with the course next year. He has been working for 6years full time and after those 6years has only managed to decrease the debt to the level of $13,000. He was also stating that since the indexation of the HECS scheme in 06, if he were only paying the minimum repayment each month it would barley aid in his quest to erase the debt in a suitable time period. I work in the sector and have been astonished at how horrific the funding cut has been so I completely agree with your outrage. The amount indexes once the debt is over 11 months old so it would definitely have been indexing regardless of whether you were earning enough to pay.
