AFAIK the clear instruction is that the OFR should only call for the opinion of the VAR if he is uncertain about a particular decision. In other words, the VAR should not be involved in decision-making until and unless asked by the OFR. Just another fuck-up by FFA acting to the detriment of football in Australia.
